Staff described the drainage area as roughly 63 acres served by about 70 catch basins and said some immediate separation benefits would occur as second-street catch basins would tie into the new system.
The city referenced an existing consent decree with the U.S. Environmental Protection Agency and Maine Department of Environmental Protection requiring reductions to combined-sewer overflows; staff said adding the trunk line supports those long-term separation goals. Staff also explained procurement steps: three subcontractor bids were solicited from subs prequalified by the developer and the low bid was in the range of staff cost estimates; contingency in the requested appropriation covers unforeseen conditions and inspection time.
Committee members asked about timing, market-rate pricing and whether the unassigned stormwater fund could cover the request; staff said fund balances are sufficient and recommended moving forward quickly to capture cost savings. A member moved and another seconded to forward the resolve to council for first reading; the chair said the item will appear on the next council agenda.
