District to catalog QE salvage items; solicitor says private offer may be acceptable

The facilities committee directed staff on Feb. 17 to prepare a public catalog and request process for salvage items from the Quakerridge Elementary (QE) renovation and demolition.
Committee members agreed to create a web page with photos and a Google salvage-request form to collect claim requests and to set a timeline to review requests in March–April with final decisions in May. The proposal process would require claimants to state contact information, the requested item, location in the building, and intended use or display plans.
On salvage procurement, the chair reported consulting the solicitor and said a Sellersville company submitted a salvage bid; the solicitor indicated that if the board finds a bid reasonable there is no explicit requirement to issue a formal RFP. A committee member referenced a $3,000 figure for the offer. CHA (the district’s consultant) cautioned that date stones and some ornamental masonry show cracking and "I don't think they can confirm that they can move the date stones or the ornamental stuff along the floors because of crack," leaving options such as salvaging fragments or recreating tablets.
The committee also discussed storage logistics and timelines for claimed items: items intended for reuse in the new building should remain in district custody until needed, while items claimed by private parties should be removed before demolition on an agreed schedule. Facilities staff said they would develop a storage plan and a deadline for claimants to take possession of items to avoid indefinite storage in district facilities.
Next steps: staff will publish the salvage catalog and request form, obtain the detailed scope/proposal from the Sellersville firm for board consideration, and seek design-team input at the upcoming design meeting on removing masonry elements.
