Mr. Charles summarized Phase 2 scope as design development, detailed construction documents, bidding support and construction administration. The proposed compensation is a percentage of total project costs: a 5.5% basic service fee for new construction and 5.9% for renovation, with a 100% credit for prior Phase 1 architectural service fees totaling $24,900. Mr. Charles said the proposal builds on previously approved schematic design work.
Board members asked clarifying questions about fees and confirmed that architectural fees were already included in soft costs shown in the district’s facilities priority materials. The board publicized two email addresses for community input on the project: nitchtrowerproject@mtwp.net and campusmasterplan@mtwp.net.
Public comment later in the meeting raised concerns about the priority matrix and whether RLPS had unduly influenced option selection and scoring; a resident urged the board to tour the building before deciding between renovation and replacement.
Next steps: the board will receive the formal RLPS agreement and is scheduled to consider approval at the February 19 voting meeting.
