Souderton Area School District board members on Jan. 22 voted down proposed second readings of two governance‑policy revisions and declined to accept draft minutes from recent meetings, sending the items back to policy committee for additional work.
Administration proposed revisions to Policy 004 (board membership) and Policy 006 (meetings) to align district rules with guidance from the Pennsylvania School Boards Association (PSBA). Proposed changes included clarifying temporary vacancies (including service‑member absences), a non‑voting superintendent seat that can speak at meetings, more detailed onboarding materials for newly elected directors, notice requirements for special meetings to comply with the Sunshine Act, and updated sections on minutes, agendas and committee practice.
Several board members and members of the public pushed to expand the vacancy and appointment process so that resignations are followed by a public interview process and clearer criteria for appointments—concerns that stem from recent appointment practices and community objections. Multiple trustees also called for more granular public‑comment detail to be included in meeting minutes, arguing the minutes are the district’s official legal record and should capture specifics rather than short summaries.
During discussion, trustees recommended investigating student representation on the board as a non‑voting option and asked administration to draft guidance or a framework for how that would work. On roll call, the motion to adopt Policy 004 failed, and the Policy 006 revision also failed; the draft minutes likewise did not receive approval and will return to the policy committee with requested clarifications.
Next steps: the board directed policy committee and administration to revise the drafts to incorporate procedures for vacancy appointments and more detailed minute‑taking, and to return the policies and corrected minutes for future consideration.
