CSA report: Cheryl Johnson says program served more children and expenditures rose; she will use state CQI dashboard

Cheryl Johnson presented the Comprehensive Services Act (CSA) end-of-year report during the Feb. 17 Pittsylvania County work session, reviewing service counts and expenditure trends through January 18, 2026.
Johnson said the program has served 155 children so far this fiscal year; the program served 186 children last year. She described net expenditures by mandate types—residential, foster care, CHINS (children in need of services), and private day placements—and said foster care and residential services continue to drive most spending. Johnson reported a year-over-year expenditure increase of about $791,000 from the previous year, which she said is lower than a $1,300,000 increase reported in the earlier year. She also said the CSA has spent "2.9" so far in FY2026 through Jan. 18 (units were not specified orally in the presentation).
Johnson said a recent state CQI dashboard will allow the locality to compare its metrics with other jurisdictions and that she expects the new tool to improve the quality and frequency of the board’s regular reporting. Board members thanked Johnson and offered support for CSA staff.
