The Ellensburg City Council approved a $100,000 allocation of restricted opioid settlement funds to be pooled with Kittitas County for distribution through a joint grant process established under an interlocal agreement.
City Manager Heidi Barron explained the pooled fund is restricted by settlement terms and must be used for specified harm‑reduction and recovery purposes. The county expects roughly $2 million over the settlement period and has set aside about $300,000 for pooled grants in the current cycle; the city’s anticipated total settlement receipts are "just under half $1,000,000," of which $169,000 has been collected so far. Staff recommended the city set aside $100,000 in 2026 for the pooled grant fund, which includes the city’s 10% administrative contribution to pay the county for managing the grant process and county administration.
The interlocal agreement establishes joint grant selection and reporting processes; the city will have representation on the grant‑selection body and will also produce its own reporting. Council moved, seconded and approved the allocation and necessary budget adjustments by voice vote.
