Council repeals several antiquated municipal-code sections in grouped ordinances

Coeur d'Alene — On Feb. 17 the City Council moved to clear several antiquated sections from the municipal code, voting to repeal a precinct chapter that is no longer used, remove a dormant youth advisory council provision, adjust CDA TV committee membership language, and transfer Jewett House advisory duties to the Parks and Recreation Commission.
Municipal Services Director Renata McLeod presented four related council bills and explained that some code sections predated modern practice (for example, city precinct rules are superseded by Kootenai County election administration). McLeod said student representation and other duties have been integrated into committee and commission practice, making the older sections redundant.
Council dispensed with the three-reading rule and read each ordinance once by title before adopting them. The council recorded roll-call votes for each item; the members present voted in favor on each ordinance. The measures adopted included:
- Council Bill 26-1001: Repeal of Coeur d'Alene Municipal Code Chapter 1.16 (precincts). - Council Bill 26-1002: Repeal of Municipal Code Chapter 2.50 (youth advisory council). - Council Bill 26-1003: Amendments to CDA TV committee membership language to make certain representation discretionary. - Council Bill 26-1004: Repeal of Jewett House Advisory Committee code sections and transfer of duties to the Parks and Recreation Commission.
Clerk-conducted roll calls recorded affirmative votes by the councilmembers present on each dispense-and-adopt motion. Staff said the Parks and Recreation Department is on board with transferring duties and the repeals are housekeeping actions to align the municipal code with current practice.
