Coeur d'Alene council adopts updated purchasing policy to align with Idaho code

Coeur d'Alene — The City Council on Feb. 17 unanimously adopted Resolution 26-017, changing the city—purchasing policy for procurement of personal property and services.

Finance Director Katie Ebner told the council the policy had not been updated in years and the revisions align city expenditure limits with Idaho Code while preserving robust internal controls. "We are not scaling back any of the internal reviews," Ebner said, noting some purchases will still require up to four internal approvals and that details of vendor payments will continue to appear on the council's consent agenda.

Ebner said the changes are intended to reduce procedural burden on department directors for routine purchases while maintaining accountability. She described the policy as enabling directors to complete routine transactions more efficiently and still provide transparency to the council.

A councilmember moved to approve Resolution 26-017 and the motion was seconded. The clerk conducted a roll-call vote; council members present (Miller, Gabriel, English, Wood, Evans, Scheckler) voted in favor and the motion passed.

The resolution will take effect as provided in the ordinance summary. City staff said further details about thresholds and when council review is required will remain in place and that any additional appropriations still must come to council for approval.
