Summary
The commission approved several procurement items including a courthouse elevator phone line ($1,724), a detention-center lock service agreement (INA Alert Inc., $14,500 for two years), a Foley's generator preventative-maintenance contract, a reinforced concrete culvert purchase (Oldcastle $8,012), a KDOT off-system bridge agreement, a property survey and purchase steps for 301 E. 8th St., and a $17,980 Kaw Valley engineering proposal tied to FEMA mitigation work.
At a single meeting commissioners approved a range of public-works contracts and project steps affecting county infrastructure and FEMA mitigation work.
Public Works Administrator Jeremy Myers presented a $1,724 quote to add a required phone line and traveling cable so the courthouse public elevator meets current code; commissioners approved the expense from the facilities fund. On locks for the detention center, Myers recommended a two-year service agreement with INA Alert Inc. at $14,500, citing better local response prospects than the previous contractor; the commission approved that agreement.
Myers also recommended Foley's for a two-year preventative-maintenance (PM) contract on sheriff’s-office generators to standardize service across county generators; the commission approved the contract after reviewing lower and higher quotes from Central Power Systems and Fully Used Equipment. For Dundon Road the commission approved replacing a deteriorated corrugated metal culvert with reinforced concrete pipe, accepting Oldcastle’s $8,012 quote rather than McPherson Concrete’s $10,760.04 quote, to be funded from the county road and bridge fund.
On bridges, the commission signed an off-system bridge agreement for McNeil Road (project 31C-5401-01) with a requested KDOT project amount of $736,776 and KDOT approval not-to-exceed $800,000. The commission also approved taking steps to purchase a lot at 301 East 8th Street for a future public-works equipment shed (survey quote $2,250; purchase price discussed in the $13,000–$15,000 range) and resolved to fund the initial costs through capital outlay or LATCF/CIP funds.
Caitlin Ross provided a FEMA DR-4824 update and presented mitigation project 826801 for Kansas Fault Road. FEMA mitigation approval requires a hydraulic study; Kaw Valley Engineering submitted a $17,980 proposal for a preliminary engineering report to satisfy FEMA and US Army Corps of Engineers documentation and permitting requirements. Commissioners approved the engineering proposal, to be initially funded by special-bridge or similar funds with FEMA reimbursement expected.
Finally, the commission reviewed the 2025 annual solid-waste management plan update (new contract with HAM Inc. effective Jan. 1, 2026; changed landfill hours noted) and voted to adopt the annual review. Most motions passed by voice vote; motions and approvals were captured in the meeting record but without roll-call tallies in the transcript.
