The Morrison County Board of Commissioners authorized staff on Feb. 10 to advertise and solicit bids for an ADA‑compliant river‑access and boat‑landing improvement at Belpre Park, a project drawn from the county’s 2019 Belle Prairie master plan.
Tony, public works, described final design elements the county proposes to build: an ADA switchback access path and viewing/fishing platform, replacement of deteriorated stairways, a reoriented boat landing with erosion armoring in partnership with the Minnesota Department of Natural Resources, new ADA parking and picnic shelter, and vault toilets. “This will be a massive upgrade,” Tony said, noting the project addresses safety hazards and accessibility.
The board heard that the project secured a Greater Minnesota Regional Parks & Trails Commission grant for $924,516 and that the county’s match is “just over a $100,000,” for a combined project value approaching $1.1 million. Drew Hatzenbuehler, the county’s environmental recreation manager, led the grant application.
Commissioner Wincher moved to approve proceeding to bid letting; Commissioner Moran seconded. The motion passed on a voice vote.
Next steps: staff will advertise for bids in mid‑March, evaluate responses, and — if bids are within budget — return to the board for award and construction anticipated in 2026 pending water and seasonal conditions.
