Ross Council certifies March election, swears in three members and appoints new mayor and vice mayor

The Ross Town Council on April 25 adopted a resolution certifying the March 5 presidential primary results and related local measures, then administered oaths and made leadership appointments.

Councilmember [unnamed in audio] moved to adopt Resolution No. 2406, which the council approved by roll call; one council member was absent. After the certification, the town clerk swore in three newly elected members — Terry Dowling, Bill Kircher and Matthew Salter — who each affirmed their oath to support and defend the constitutions of the United States and the State of California and signed the official oath documents.

Following the swearing-in, the council considered leadership roles. Using the council’s traditional rotation as guidance, a motion was made and seconded to appoint Bill Kircher as mayor. The motion passed unanimously. The council then nominated and voted to appoint Julie McMillan as vice mayor.

The council also read and unanimously adopted two commendation resolutions recognizing the 12 years of service by outgoing members Elizabeth Breckis and Beach Kuehl. The mayor and other council members praised their leadership on issues including housing element work, flood and fire protection coordination and town events.

The meeting then moved to the scheduled budget workshop. The council adjourned the special session with plans to resume regular business and additional budget consideration at upcoming meetings.
