Commissioners reprioritize CIP to fund urgent jail repairs, approve two-year courthouse lease and relocate conservation office

Commissioners agreed Tuesday to prioritize limited CIP funds toward critical repairs in the county jail and approved a two-year courthouse lease with 4% annual increases, staff said.

CIP and jail repairs: County staff reported the CIP was reduced to $700,000 and that three nursing-home projects were re-scoped to preserve funds for one critical door replacement now and other work later. Staff said roughly $525,332 could be directed to jail infrastructure repairs covering items identified as critical to daily operations: ductwork cleaning, heating-valve balancing, panel fixtures, shower-room renovations and door locks. "The critical thing for the nursing home is the chiller repairs," a county facilities presenter said; bids for cabinet unit heaters and the chiller and glycol system open March 4.

Why it matters: Commissioners and staff warned the current funding is a stopgap if the county ultimately needs a new jail; one commissioner urged the executive committee to begin stakeholder conversations about possible replacement planning to avoid repeatedly deferring major capital work.

Courthouse lease and relocation: Staff reported the state agreed to a two-year courthouse lease with a 4% annual increase for 2026 and 2027. Paperwork (certificate of municipalities and the lease) was prepared for immediate signature and submission to the Administrative Office of the Courts. Commissioners also approved moving the Belknap County Conservation District office out of the courthouse into a vacant county office nearby to provide better access and private space for court-related supervision activities; staff said the county will assist the conservation district with the move around April 1.

What officials said: "So we basically reprioritized the list of items to be addressed," the facilities presenter said when explaining the jail repair plan. On the lease, staff noted the RSA requires items such as snowplowing and utilities to be negotiated separately and said the county will quantify per-square-foot and service costs before final correspondence to the state.

Next steps: Staff expect hard bid numbers after March 4 and will return with updated cost estimates and any procurement materials. The county administrator and facilities staff said they will issue an RFP for design services and seek a construction manager to begin developing repair plans.
