The Sugar Land City Council on Feb. 17 voted unanimously to receive for filing the city's Annual Comprehensive Financial Report (ACFR) for the fiscal year ended Sept. 30, 2025, after auditors from Weaver and Tidwell LLP reported an unmodified (clean) opinion.
"We have issued an unmodified or clean opinion," audit partner John De Burrow told the council, saying the auditors found no material weaknesses or significant deficiencies in internal control and no instances of material noncompliance with major federal programs.
Comptroller Elvia Garza said preparing the audit posed additional challenges this year because of a cyber incident that caused system downtime and required staff to reperform certain reconciliations, but the city will meet the filing deadline. "Per the local government code, municipalities are required to file their audited financial statements with the city secretary within 180 days of the fiscal year end, which for the city of Sugar Land, that deadline would be 03/29/2026," Garza said.
De Burrow summarized key financial figures presented in the ACFR: the city's net position was "just over $864,000,000," General Fund revenues were $136,600,000 (up $12.3 million year over year and $1.8 million over budget), sales tax up $6.5 million and property tax up $3.6 million. General Fund expenditures rose to $139,100,000 from $132,300,000, driven largely by salary-related increases, while unassigned fund balance equaled 40% of actual expenditures.
Councilmember Jacobson moved to accept the audit; the motion was seconded by Vandenhauer and passed 7-0. The filed audit and single-audit report will become public record when submitted to the city secretary.
