Manatee County approves $1.67 million purchase for synthetic turf at Premier Sports Campus South over lone dissent

Commissioner McCann questioned whether turf was the right choice for the $1,671,000 expenditure and requested clarity about funding and injury risk, saying, "there's more injuries on turf fields than there are in grass," and noting the up-front cost. Michelle Worley, property management construction services, told the board the fields were part of a larger project already approved Jan. 6 and that the county was pulling the turf purchase out of the GMP to save money. Deputy County Administrator Bridal Purnell said the chosen turf is engineered to be pervious and the subbase drainage is designed for it.
Elliott Felchione, the county's tourism director, told commissioners the turf fields respond to local demand from clubs and tournament promoters and predicted heavy use, saying the two turf fields "will be used north of 325 days a year." Felchione and other supporters said synthetic turf can reduce maintenance burdens and allow the complex to host more events.
Ballpark figures for lifecycle and maintenance ranged from an expected 8–10 years before major replacement; staff said turf selection, maintenance plans and pervious engineering were part of the procurement discussion and offered to return with a fuller comparison of synthetic versus natural surfaces.
The motion to "approve the authorization to issue a piggyback purchase order for the synthetic turf" was made by Commissioner George Cruz and seconded by Commissioner Amanda Ballard. The board recorded the motion as passing 6–1, with Dr. Bob McCann opposed. Chair comments and several commissioners said the upfront cost was previously budgeted as part of the larger GMP and that pulling the item for a piggyback purchase would save money overall.
What happens next: staff will execute the piggyback purchase order and return as required by the county procurement process. Commissioners asked for clearer cover-sheet disclosures in future so residents can see whether an item was preapproved in the budget or is a new expenditure.
