South Russell council approves multiple ordinances, equipment purchases and budget transfers

Council also adopted several appropriation amendments for the 2026 budget.
On equipment and technology, council approved a $10,000 ceiling-array microphone upgrade for Village Hall from Just Ad Tech (budgeted capital expense) and a $16,650.50 phone-system proposal from Business Communication Specialists covering the village campus and police department. The police chief noted new body-worn cameras have been deployed and that the microphone upgrade will improve the streaming and usable table space in chambers.
Personnel and administrative motions passed as well: council adopted a new administrative-assistant job description for the billing department and raised the comp-time accrual cap for eligible non-police hourly employees from 80 to 160 hours to address seasonal overtime, excluding police comp accrual rules which remain separate. The council ratified the payment register of 02/13/2026 in the amount of $286,831.25.
Several measures were declared emergency ordinances and approved by roll call; council members recorded aye/no votes on the record for each roll-call item. The solicitor cautioned that changes to committee-minute policy may require an ordinance amendment rather than a motion, and council asked staff to draft any needed ordinance language for March consideration.
