District staff outlined steps intended to increase CCMR points: improving TSI (Texas Success Initiative) pass rates through targeted tutorials and Saturday camps, expanding industry-based certification (IBC) completion, ensuring accurate course coding for college-prep and OnRamps credits, and early-identification interventions for students at risk of falling out of a coherent program of study. Garcia noted work to strengthen tracking and data accuracy so the district does not “leave money on the table.”
Trustees voted to accept the Lone Star Governance Progress Monitoring Report, approve the Lone Star Governance Theory of Action and adopt the Lone Star Governance calendar and goal progress measures. The measures break statewide outcome goals into incremental progress checks for specific grade bands (kindergarten to 2nd grade for early literacy, 3rd–5th and 6th grade math targets, and 9th–12th monitoring for CCMR).
The administration also explained how outcome-based bonuses are earned: passing TSI in math (and in some cases reading) combined with IBC attainment or university enrollment. Staff emphasized a two-year lag in bonus payments, meaning work done now affects funding in future cycles. The board approved the package by voice/roll-call votes and moved to the next items on the agenda.
