House Taxation took up House Bill 20-81, which would expand an existing sales-tax exemption for primary-care clinics to include community pharmacies that serve medically underserved individuals and families and are exempt from federal income tax.
The reviser explained that the bill would add community pharmacies to the list of entities eligible for the exemption, covering purchases by the pharmacy and contractor purchases for facility construction. Research noted that last year’s fiscal note estimated a first-year revenue loss of approximately $53,000 — reflecting anticipated capital expenditures — and smaller recurring effects thereafter (around $8,000). The committee did not have an updated fiscal note and noted uncertainty about whether early capital projects had already occurred.
Representative Helgerson moved a conceptual motion to change dates and treat the measure as a substitute for the holdover bill; Representative Wolfe seconded. The committee carried that conceptual motion by voice vote and then moved the substitute bill forward favorably as amended by voice vote.
Committee members asked staff to prepare a substitute and to seek an updated fiscal note before working the bill substantively.
