Commissioners agree to tighten stipend documentation, cut elected-official meetings to quarterly and decline Spokane Transit request

At their Feb. 17 status update, the Kootenai County commissioners considered several administrative items and reached three decisions affecting operations and intergovernmental relations.
Commissioner Duncan opened discussion about the county’s 2011 cell-phone stipend policy and proposed that departments be required to justify stipend recipients for the 2027 budget. Commissioners agreed staff should enforce the existing policy and that Duncan will circulate proposed language and a memo for the board.
On the schedule for elected-official (EO) meetings, commissioners said the sessions often yield little and agreed to reduce frequency to quarterly and only hold meetings when there are substantive agenda items. "Just reduce the frequency," a commissioner said during the exchange.
The board also addressed a request from Spokane Transit Authority to meet with the commissioners. Commissioners said there was no support for a Spokane transit partnership and directed staff to send a reply indicating the county is not interested in connecting at this time.
All three administrative items were handled as discussion-level actions; no ordinance or contract changes were adopted at the status update.
