Taylorsville's City Council on Sept. 17 adopted two ordinances: Ordinance 25-09, which revises the city's municipal code on committees, and Ordinance 25-10, which amends the judicial code to designate West Jordan as the official location for Taylorsville's court.
Jay, a city staff presenter, outlined Ordinance 25-09 as an update to Chapter 2.24 that reorganizes committee types into joint, legislative and executive committees, removes obsolete enumerations of specific committees, clarifies that qualified non-residents and business owners may serve, and reiterates that committees provide advice while administration retains final authority. Jay said the ordinance accommodates standing committees, ad hoc groups and project-specific committees and that staff will track volunteers and committee membership more systematically.
During discussion, council members asked whether the code explicitly referenced temporary or ad hoc committees; Jay and staff said the ordinance allows the council or mayor to form committees as needed and promised to double-check the language to ensure explicit coverage.
On the judicial-code amendment (Ordinance 25-10), the city attorney explained why the change is necessary: the ordinance must designate the city court location to enable the court to be held in West Jordan under the proposed agreement. Council discussed notice to residents and the ticketing process; staff said court tickets and notices would be updated beginning Sept. 24 to show the West Jordan address and that staff would provide signage and assistance for residents who arrive at City Hall in error.
A motion to adopt Ordinance 25-09 was made and seconded; the roll call recorded affirmative votes from the council members listed in the transcript and the ordinance was adopted. A subsequent motion to approve Ordinance 25-10 was made, seconded and carried on roll call. Staff said updates to court notices and coordination with West Jordan would follow before the scheduled address changes on tickets.
