Taylorsville Council OKs interlocal agreement to design 3900 South pedestrian project

Taylorsville's council voted to approve Resolution 25-24 on Sept. 17, authorizing an interlocal cooperation agreement with West Valley City to design and pursue funding for improvements along 3900 South from Redwood Road toward the river.
Scott, a city staff presenter, told the council the project is "a $12,000,000 project, and, right now, we have all but about, 700,000" secured, and that the design phase is what the resolution authorizes. He said local partners currently split the local share evenly and the city will pursue additional federal and county grants before starting construction.
The resolution directs staff to proceed with engineering and design work while continuing to secure remaining funds. During discussion, Scott described the planned cross section: a 12-foot trail, a five-foot park strip, curb and gutter and landscaping in key sections, with the bulk of new construction between 13th West and the river where existing facilities are lacking. When asked about a construction timeline, staff said design would start immediately and construction could begin as soon as funding is fully secured, with the earliest likely start in the following fall season.
Council members asked for an image of the project area and for staff to circulate the materials; one council member asked whether the work included full road reconstruction and Scott said the work is focused on the edges (sidewalks, trail, curb and gutter) rather than full road replacement. Council member Anna moved to approve the resolution; the motion was seconded by Kurt and carried on a roll call vote.
The resolution notes a shared financial plan: the city's local share is approximately $6,000,000 (split with West Valley City), with additional funding expected from HSIP, Salt Lake County, TAP and STIP grants. Scott listed funding line items in the meeting packet and said staff anticipated additional grant decisions by mid-March.
The council thanked staff for the presentation and authorized the city to enter the interlocal agreement and proceed with design work; construction will only proceed once the full funding package is secured.
