City scores 375 of 395 on state fraud-risk tool; only missing annual ethics commitment

City staff presented the annual fraud risk report on Sept. 17 and said the city scored 375 of 395 points on the state auditor's checklist used to identify gaps and mitigation controls.
Scott said the scoring tool awards points for items such as an audit committee, a credit-card policy and required trainings. The city met most criteria; Scott said the only missing element was an annual written statement requiring governing-body members, employees and elected officials to commit in writing to an ethical conduct statement. "So it's only 1, which is the, does the governing body... required annually commit in writing to abide by a statement of ethical behavior," Scott said.
Council members asked whether adding that requirement would be a simple fix; Scott responded that it was straightforward and suggested administration and staff training could bring the city to a perfect score.
The council did not take formal action on the report but thanked staff for the presentation.
