Committee clears obsolete education language, inserts RSU reference and removes other obsolete clauses

The Rangeley ordinance committee moved to remove obsolete (orange‑coded) language from multiple ordinance pages, strike school‑committee budget provisions that no longer apply after local schools moved into a Regional School Unit (RSU), and insert a replacement clause referencing state law.

Members explained the change was housekeeping to align the ordinance with current governance: the school no longer falls under town governance as it did when the ordinance was first written. Speaker 2 proposed inserting this clause: “Education funding requirements shall be determined in accordance with Title 28, Maine Revised Statutes governing regional school units, including budget development, validation referenda and municipal assessments.” The committee approved the replacement language by unanimous vote.

Why it matters: The edits eliminate outdated references that could confuse residents reviewing the town’s budget and clarify that education appropriations follow state RSU statutes rather than prior town procedures.

Other administrative actions: The committee agreed to walk through the color‑coded draft page by page, handling all orange (obsolete) items first. Several motions to remove orange items on pages 204, 207–211 and to strike obsolete lines on page 212 passed unanimously. The group left capital‑reserve and red/blue (legal or substantive) edits for later meetings.

Next steps: Staff will circulate the revised draft with orange items removed and the Title 28 clause inserted; the committee plans to continue red/blue edits and substantive changes at the next meeting.
