Red Cross seeks city partnership for April 'Sound the Alarm' smoke-alarm program

The American Red Cross briefed the San Fernando City Council on a proposed "Sound the Alarm" home fire-safety event planned for April 25 and requested city collaboration on outreach and logistical support.
Mary Mandina, a Red Cross disaster program manager covering the area, said the nonprofit's last Sound the Alarm visit to San Fernando in 2019 reached about 134 homes, installing smoke alarms and providing home-fire education. The Red Cross asked the city to help develop flyers and social-media promotion and asked whether the city could permit use of its logo on outreach materials. Mandina described services including smoke-alarm installation, home-safety education, language support and specialized alarms for hard-of-hearing residents.
Councilmembers and staff asked about sponsorship mechanics, cost, partnership structure and timelines. Staff said if the Red Cross has an MOU the city can cosponsor without returning for a separate cosponsorship approval; otherwise staff will bring a cosponsorship approval to council and said they would return before April with confirmation of logistics and any required council action. "If we have an MOU, we don't need to do cosponsorship," staff said.
Council expressed support for the program and directed staff to continue coordination and return with documentation and proposed dates.
