Public Works staff said the city received a $4.2 million Proposition 68 grant; about $531,000 has been used for design and outreach, leaving roughly $3.7 million for construction. Construction estimates for full build-out rose to roughly $10.2 million due to inflation and market conditions. To avoid delaying all improvements, staff proposed splitting the project: Phase 1 will deliver playground upgrades, ADA accessibility improvements, modernized fitness equipment, renovated picnic areas and lighting; Phase 2 will complete fields and broader site work when additional funding is secured.
Staff emphasized Phase 1 is designed to integrate into the final build and would not preclude Phase 2. Councilmember Solorio recused from discussion for a proximity-related conflict and the council approved proceeding with Phase 1 with direction to coordinate scope adjustments with the state grant agency as needed. Staff will return if additional funding is secured or if scope changes are necessary.
