Tom Pavich, Public Works, said the RFP drew two proposals; Republic Services was the highest-scoring vendor and the lowest-priced by approximately $123,000 compared with the other proposer, Rumpke. "We scored it. Republic was the highest scored vendor. Additionally, they were the lowest priced vendor by roughly a 123,000," Pavich said, describing the evaluation criteria as a mix of price, project management, staff qualifications and scheduling.
Pavich said the contract covers trash and hauling services at "14 or 15 different locations around the county" (county buildings) and that the RFP process considered project management, fleet and staffing capacity, customer service, and scheduling performance. When asked about minority participation, Pavich stated that the RFP was set at 0% for minority participation based on guidance from the county's DEI division for that commodity.
The committee voted to send Resolution R20250127 (requisition 14966) to the full council under second-reading suspension; the chair announced the motion was adopted by voice vote. The transcript does not include a detailed roll-call tally or the full council's later action.
