Cuyahoga County committee OKs Katz Construction award for Warner Road culvert in Valley View

The Cuyahoga County Public Works Committee voted to send a revised award for the Warner Road culvert replacement in Valley View to the full county council under second-reading suspension. The clerk read Resolution number 20250140, which makes an award on requisition 15657 to Katz Construction for an amount not to exceed $2,098,198.80.

Eric Mack of the county’s public works department told the committee the substitute was necessary because the original resolution omitted the village’s contribution. "The substitute is due to that we missed some of the city contribution towards this project," Mack said, explaining the county’s road-and-bridge share dropped from about $1,100,000 to $886,000 and the village will cover roughly $221,000. Funding for the project, Mack said, is approximately 47% grant, 42% road-and-bridge funds and 11% from the village, and the county and village split costs roughly 80/20.

Mack described the structure as a nearly 100‑year‑old culvert under a cable‑stay feature with a sufficiency rating of 33 — a rating he called "very poor" — and said it needs replacement. Council member Sweeney stressed the urgency, saying, "if we don't get it done, the water's gonna back up and the entire town of Valley View is gonna flood," to which staff responded the work is part of regular maintenance and should prevent those risks.

Committee members asked about timing; Mack said construction would begin this spring after approval and be completed by this fall. The committee voted to accept the substitute and then voted to send R225Dash1014O to the full council under second‑reading suspension. "Ayes have it," the chair said.

The full council will receive the amended resolution for final approval under the expedited second‑reading process.
