Committee forwards $900,000 construction-management contract recommendation to full council

The Cuyahoga County Public Works Procurement and Contracting Committee voted April 30 to forward Resolution 20250161, a competitive award under requisition 15289, to the full County Council under second‑reading suspension. The resolution requests authority for awards to various providers for construction management, inspection support and adjunct services in a total amount not to exceed $900,000.

Eric Mack of Cuyahoga County Public Works told the committee the contract is intended to supplement the county’s inspection staff for roughly 31 road and bridge projects planned this summer. "This is our typical road and bridge ... that supplements our inspection staff," Mack said, adding that supplemental inspectors report to the county project engineer on site.

Mack said the county issued a request for qualifications (RFQ) that closed with five proposals; two firms were selected on Jan. 30. Staff stated both selected firms meet Small Business Enterprise goals. "The DEI goals were then met at SBE 17%, the MBE 10%, and WBE 3%," Mack said.

Committee members pressed staff for operational details. Staff said the county runs this type of contract about every three years (the previous one was issued in 2022), uses a 'mini-bid' process to assign specific tasks to the selected firms based on project fit, and typically supplements about 25 in-house inspectors by using roughly 5–10 supplemental inspectors from each firm for active projects.

The resolution text read by the clerk sets a not-to-exceed amount of $900,000 for the awards. During discussion a staff speaker used a not-to-exceed example figure of $450,000 while illustrating how individual task awards might be sized, creating an inconsistency between the illustrative example and the clerk’s reading of the resolution. The committee record does not provide a roll-call tally for the voice vote; the chair announced "Ayes have it," and the committee approved forwarding the measure to the full council under second‑reading suspension so work can begin this construction season.
