The committee voted to send to full council a proposal to award up to $315,000 to the city of Berea for improvements to the Coe Lake concession and restroom facility.
Tony Armanu, Berea’s city engineer and public service director, said the total project is estimated at $630,000 and the city proposes a 50/50 match using $315,000 from county funds and $315,000 from a legacy donation made to the city by Gail Staron. Armanu said the upgrades would remove the existing veneer, reconfigure interior walls to expand concession space, add heating to permit winter operation, replace the roof and address concrete deck work and a chlorine‑tank enclosure that currently affects facility longevity.
Armanu described Coe Lake Park as one of the city’s most used recreation facilities, hosting regular concerts and festivals; he estimated the park’s live‑at‑the‑lake concert series draws about 2,000–3,000 attendees per event and said the restroom improvements would reduce but not necessarily eliminate use of portable toilets for very large events.
Council members asked about procurement steps (Armanu said the city plans to publicly bid the work), existing donation balances and contingency plans if bids come in higher than estimated; Armanu said the city would pursue additional funds or reallocate city dollars if necessary. The chair recommended three readings and the committee voted to move Resolution 20250173 forward for a second reading.
What happens next: The council will consider Resolution 20250173 at subsequent readings; if adopted, the city of Berea would proceed with public bidding and winter construction to have the facility ready for the next season.
