Cuyahoga County committee advances $1 million grant for Land Bank District 10 housing push

The Cuyahoga County Community Development and Housing Committee on today moved forward a proposal to award up to $1,000,000 to the Cuyahoga County Land Reutilization Corporation to stimulate housing markets in District 10.
Ricardo Leon, president and CEO of the Cuyahoga County Land Bank, told the committee the agency’s mission is “to strategically return nonproductive land to productive use and to improve the quality of life for county residents,” and described a proposal combining appraisal‑gap financing and builder incentives to induce private investment.
Leon requested the committee approve up to $1,000,000 for the project, saying $900,000 would be used for the land bank’s appraisal‑gap financing (proposed at up to $45,000 per unit for 20 units the land bank would lead) and $100,000 as builder incentives to encourage 10 private‑sector units. He said the land bank expects to start work in 2025 and complete the program by 2027, with an outcome of roughly 30 homes built or renovated concentrated across District 10 neighborhoods including parts of Euclid, Collinwood and Cleveland Heights.
Committee members pressed the land bank on lot disposition and coordination with municipal land banks. Leon described a side‑yard program for owner‑occupants, a typical $100 sale price for qualifying homeowners and a process that includes municipal coordination where the lot has been transferred to a municipal land bank. He reported the land bank currently manages about 1,100 lots (down from a peak near 6,000) and said demolition work is also underway under a $23,000,000 Ohio Department of Development allocation for roughly 1,100 demolitions this year.
After questions, the chair recommended the item go through three readings. A motion to forward the resolution to the next council meeting for a second reading carried by voice vote.
What happens next: The committee forwarded Resolution 20250172 to full council for further readings and final action. If adopted as requested, the land bank would receive up to $1,000,000 from the Community Development Fund to support the District 10 demonstration.
