Committee item A: Facilities flooring Staff asked the committee to accept a low bid from Douglas Floor Covering to replace the public works training-room flooring for $27,865 and to allow the city administrator to approve change orders not to exceed 10% of the bid price. Staff said the existing floor is at end of life and the selected product is luxury vinyl tile (LVT). Committee members asked whether demolition was included in the bid and whether the 10% contingency was reflected in the total; staff indicated demolition was included but noted the not-to-exceed math needed correction and that they would amend the resolution before forwarding to the city council for final approval.
Committee item B: French Market license The committee also reviewed a license agreement with the French Market operator (transcript spelling varied). Staff said the agreement is largely standard, added a relocation-licensed area to allow the market to operate during pavilion construction, and clarified that the city is responsible for trash collection; adding recycling or food-waste bins can be handled operationally without contract changes. The committee passed the item unanimously.
