The Diversion Authority Finance Committee on Dec. 17 approved a memorandum of understanding with Cass County to fund and deliver mobility improvements on 38th Street West and 32nd Avenue West, and it approved two contracting actions to extend consultant services.
Mr. Shockley described the Cass County MOU and pointed committee members to a map in the meeting packet showing the corridors to be improved. Mayor Mahoney moved to approve the MOU; the committee approved it by roll call.
Chris Bockengard presented two contracting actions. The first extends the HMG Group master services agreement from 2025 to 2030; Bockengard said the extension is at no cost and follows the authority’s practice of five‑year increments for the master agreement. The second extends services with Watson Associates to continue development and implementation of the authority’s crop insurance program; Bockengard said Watson will help stand up the program and that staff expect the program to be ready in 2026.
The committee moved and approved both contracting items (8A and 8B) in a single vote.
