Diversion Authority holds annual governance votes, adopts calendar and honors outgoing chair Tony Grinberg

The Diversion Authority conducted required annual governance business at its meeting, confirming board and committee memberships, electing a vice chair and approving a secretary arrangement and the annual meeting calendar.

John Jockley presented a resolution to confirm membership rosters for the diversion authority board and its land management, finance and planning committees. Jockley moved the resolution; a second was made and the board approved the resolution by roll call.

Under the joint powers agreement the vice chair must be from Minnesota when the chair is from North Dakota. A board member nominated Mayor Carlson for vice chair; the nomination was seconded and Mayor Carlson was elected by roll call.

Jockley also noted that historically the staff position has served as the board secretary and recommended continuing that practice. The board moved and seconded the secretary arrangement and approved it by roll call.

The board adopted an initial calendar of meetings for 2026 as the joint powers agreement requires. The calendar may be adjusted during the year.

Before the governance business, the board publicly honored outgoing chair Tony Grinberg for his leadership on the diversion project, including his role at the Red River structure opening in 2025. The chair thanked Grinberg and credited his long-term advocacy dating back to the project's early years.

There was no public comment and the meeting was adjourned.
