City Attorney and staff explained ValleyLink’s board had unanimously approved an amendment to remove the option on a roughly 50‑acre APN that ValleyLink no longer requires. Staff asked council to approve the same amendment and to authorize the mayor and city manager to complete related documents; council approved the amendment.
Separately, at the request of Councilmember Nygaard staff presented a resolution restating City of Tracy support for the Tri‑Valley/San Joaquin mega‑region and ValleyLink, describing the project’s goals to connect housing, jobs and regional transit (BART and ACE), reduce vehicle miles traveled and greenhouse gas emissions, and serve disadvantaged communities. Council voted unanimously to adopt the reaffirmation resolution.
City staff noted lot‑line adjustments will be coordinated where needed to make the transferred parcels more usable for each agency. Staff said the amended property arrangement will allow the city to pursue development of a transit maintenance yard and city uses, including a potential police substation and secondary civic yard space.
