On THAC, councilmembers noted that many of the standing items and facility‑level decisions will be complete after the emergency shelter campus is finished. Several members supported sunsetting THAC after the sprung structure is complete to avoid duplicative work and to leverage ad hoc committees or periodic town‑halls to gather public input. The council voted to convert the school liaison committee to a staff committee (removing councilmembers) and to sunset THAC effective 07/01/2026; staff were directed to bring back amendments reflecting those actions and to provide regular reports or town‑hall style updates as needed.
