TRACK project delayed to 2027; council hears construction, programming updates

Assistant Parks, Recreation and Community Services Director Richard Joaquin said the project — which began construction in July 2024 — has reached multiple milestones: slab‑on‑grade foundation complete, primary structural steel and masonry walls complete, second‑floor concrete placement substantially complete, roof decking substantially complete, and interior framing and MEP work underway. Site improvements such as underground utilities, stormwater retention, a finished skate park and substantial completion of the dog park are also in place.
Joaquin told the council the anticipated facility completion target has moved from summer 2026 to 2027 after the project experienced critical‑path impacts tied to disagreements over workmanship and delays in ordering certain materials. "These matters are actively being managed," he said, and staff and the construction manager are implementing a recovery schedule to mitigate impacts.
Recreation Services Manager Jolene Houdege presented the proposed programming model for TRACK: a three‑court gym, indoor track, multipurpose rooms, climbing/bouldering wall, teen lounge, makerspace, and outdoor courtyard. Initial operating hours and a punch‑card/drop‑in access model were described; staff said program and rental fees would be brought to council as part of the citywide master fee schedule this spring.
Councilmembers asked whether outdoor elements such as the skate park or dog park could open sooner; staff said they are exploring phased openings and coordinating with nearby partners including Tracy Interfaith Ministries and North School. Staff committed to return with a more detailed recovery schedule, and councilmembers asked to be updated again in March and over the summer as recovery milestones are set.
