Tracy council adopts districting report, agrees to correct possible date errors

The City Council voted to adopt the report required under Elections Code section 21130(f documenting the city’s 2025–26 districting process and the map the council previously selected.

Clerk April Quintanilla explained the report was prepared by the city’s demographer and reviewed by the city attorney’s office. During public comment Chuck Dubey asked the council to delay approval, alleging the report incorrectly dated the construction years for a neighborhood and argued that the misdating fragmented a long‑standing elementary‑school community. Dubey requested the city correct boundaries and attachment data prior to adoption.

Council discussed whether to reopen map lines or to adopt the report and allow staff to amend factual errors. Staff and legal counsel advised the council that the report is time‑sensitive under the Elections Code — there is a 21‑day deadline tied to the adoption process — and recommended adopting the report while directing staff to verify and correct date errors where necessary. The council voted to approve the report with confirmation that staff would research and amend any non‑material date errors; the motion passed on a unanimous roll call vote.

Mayor Areola and councilmembers emphasized that the adoption covers the process used to reach the adopted map and that technical corrections to the report’s attachments could be made administratively to preserve the statutory timeline.
