ULCT rep tells Mona council about training, CDBG opportunities and impact-fee reporting

Mona — A representative working with the Utah League of Cities and Towns (ULCT) updated the Mona City Council on training resources, CDBG grant prospects and changes to impact-fee reporting.
The presenter, Shay, said ULCT is circulating notices about newly elected-official training and will include details in a newsletter. He said CDBG (a federal program) is restarting, and a recent policy change allows the area to take on unspent allocations from other associations of governments, which could increase available funds; he estimated typical allocations at roughly $600,000 to $800,000 to distribute among applicants in a cycle.
Shay also warned that auditors have released a new impact-fee reporting template that some towns find difficult to use; he said ULCT staff have already helped other communities adapt the template and offered to assist Mona as needed. He described additional supports, such as binders for incoming officials and a mock council exercise to help new candidates learn procedures, and noted that ULCT will offer several scholarships to an October conference to help small communities attend.
When asked whether Mona pays a recurring rail-crossing maintenance fee, staff indicated they did not believe the city does and agreed to check the record. Shay invited council members to contact him for template assistance or training details.
