Timing and risk: Council heard urgency to complete the crossing before the county/UDOT repaves Main Street next year. Staff warned that if the city waits until after repaving, the county will likely require boring under the new pavement rather than an open cut, which could raise costs—staff cited a figure of roughly $200,000 as a higher‑cost alternative if delayed. "If we don't do it before they redo Main Street, you're probably looking at $200,000 to get this water line under there," a staff member said.
