Pine-Richland board approves bond counsel, roofing and multiple contracts; authorizes limited change-order authority

At its Feb. 9 planning meeting, the Pine-Richland School District board approved a series of vendor engagements and capital-project motions covering legal services, roofing, flooring and professional services.

The board approved an engagement letter with Dinsmore & Shohl LLP for bond counsel services at a fixed fee reported in the meeting as $25,000; Anthony Ditka attended to answer board questions. The board also accepted the low bid from Pennsylvania Roofing Systems Inc. for the Wexford Elementary roof replacement; the award amount read aloud was $1,884,000. The board authorized the superintendent to approve change orders up to $10,000 and authorized the board’s subject lead for buildings and grounds or the board president to approve change orders up to $25,000 for the Wexford project.

Other capital approvals included a $242,000 award for phase 2 of a high-school floor replacement and votes to approve procurement for gym floor repairs, architectural design services for 2026 production projects, and construction management services for 2026 projects. Several of these items were handled on the consent agenda or by a motion and passed without extended debate.

Administrators said project details and fee proposals are included in the posted meeting materials. One agenda line for gym-floor work contained a formatting issue in the transcript; the official packet should be consulted for the exact contract amount.

Separately, the board approved a memorandum of understanding with Northern Tier Library to provide public library cards to all kindergarten, first-grade and new district students and approved field-trip and activity items including a cheerleading trip to Orlando and the establishment of an environmental club.
