Dr. Harvey told the committee the RFP was issued Oct. 28 to six firms; four submitted proposals. The executive cabinet evaluated experience, methodology, team qualifications, references and cost before narrowing the recommendation to CRA, citing the firm’s local work and a tailored approach to district context.
The district met CRA on Jan. 7 for a proposal briefing and Q&A. Dr. Harvey said a draft AIA contract has been exchanged and staff plan to return the contract to CRA and request placement on this month’s legislative agenda with an objective to begin work in February.
Board members asked whether the study would inevitably lead to construction. Dr. Harvey and other administrators clarified the RFP’s intent: to examine enrollment drivers, staffing needs (including projected retirements and redeployment options) and operational efficiency; the report might identify possibilities but is not designed to generate an automatic building project.
Next steps: finalize the contract, place it on the legislative agenda and start fieldwork in February if the board approves.
