Public commenters press trustees on AB 495 and several speakers exchange sharp accusations

Several members of the public used the Capistrano Unified board’s oral‑communications period on Aug. 13 to raise concerns about California Assembly Bill 495 and to criticize federal immigration and funding decisions.

Multiple speakers, including two identified as Mary and Linda, urged trustees to oppose AB 495, which they described as expanding who may sign a caregiver authorization affidavit for school enrollment and medical consent. Linda said the bill "permits any adult, even a neighbor or family friend, to claim caregiver status with no background checks, no photo ID, and no parental notification." Another speaker, Lisa, encouraged community members to attend an event in Sacramento opposing the bill and suggested districts adopt resolutions.

A public commenter, Rudy Klaus, used his allotted time to make broad and inflammatory anti‑Muslim remarks that staff curtailed at the two‑minute limit. In response, Mr. Abul, who identified as an Arab American Muslim, condemned that speaker’s remarks as bigotry and urged the board to keep PragerU and similar content out of schools. Mr. Abul said, "shame on the bigot that was up here expressing his Islamophobia. I'm a proud, Arab American Muslim, proud American, and I don't think this board would accept that if he was talking about Judaism or Christianity."

Later in the meeting, Samantha Tarr raised concerns about federal funding, asserting the administration had "impounded" funds designated for English learner programs and that trustees had not adequately communicated about advocacy to release those funds. She said the impoundment was an extraordinary step with historical precedent and criticized trustees who she said had not been responsive.

Board members did not take policy action on AB 495 during the meeting. Trustees heard the public comments and proceeded to their agenda items.
