Brea Olinda board approves revised LCAP, English learner master plan and multiple vendor agreements

All action items passed by voice vote with unanimous consent.
LCAP and EL Master Plan: Assistant superintendent staff said the County Office of Education approved the district’s revised LCAP, which clears the way for the release of related budget funds for 2024–25. Dr. Lauren Tovar presented the English Learner Master Plan, noting it aligns to the California ELA/ELD frameworks and EL roadmap and reports a reclassification rate for English learners of “almost 17 percent” this year, up 1 percentage point from last year.
Labor hearing and negotiations notice: The board opened a public hearing during which Leanne Tom, a paraprofessional at Melinda Elementary and chief job steward for CSEA chapter 207, publicly 'sunshined' the CSEA 2024–25 initial proposal, saying the union intends to negotiate on association rights (Article 3), hours and compensation (Article 4), and summer school employment (Article 13).
Other approvals: The board approved vendor and operational agreements by voice vote, including agreements with LDP Leader Services and Premier Healthcare Services, project approvals and change orders for Country Hills and Falcon Academy projects, a 2024–25 student transportation agreement, and a 2024–25 agreement with Gold Star Foods for food services. Trustees noted several deductive change orders that reduce project costs.
