Board approves Measure K architect contract and several facility finance items for Half Moon Bay HS and district schools

The Cabrillo Unified School District board on March 1 approved major facility-related actions tied to Measure K and the district’s capital program, including a not-to-exceed $8,700,000 architect-services agreement with DCA for Half Moon Bay High School modernization projects.
Ramon Gomez, principal architect for DCA, described planned work at Half Moon Bay High: a new aquatic center, modernized classrooms, CTE upgrades, utility infrastructure improvements and outdoor-learning enhancements. DCA said the program timeline preliminarily runs from 2026 through roughly 2031; initial steps include installing temporary (relocatable) classrooms to enable demolition of Building G and pool construction.
District staff (Drew) explained the $8.7 million contract covers comprehensive design services across three construction phases (architecture, structural, civil, mechanical/electrical/plumbing, landscaping and aquatic design) for an estimated construction value of about $91,000,000. The agreement is structured as a not-to-exceed fee with invoiced hours and a requirement that the firm redesign at no cost if bids exceed the budget by more than 10% attributable to design error; the board approved the contract by roll call.
Separately, the board accepted the independent fiscal audit for the year ending June 30, 2025, which the auditor reported as an unmodified (clean) opinion with no reportable state or federal compliance findings. The board also received the Citizens Bond and Parcel Tax Oversight Committee’s annual report and approved several fee reconciliations and contracts: a final architectural-fee reconciliation for the El Granada/Al Granada projects (net increase reported), a Studio W fee reconciliation for Fairlawn View (net increase $251,812), and a Verkada security-cabling and integration agreement for El Granada (contract ~$113,666.10 to be paid from bond funds).
During public comment, an El Granada reading-intervention teacher requested that classroom displays be designed to preserve large unobstructed magnetic whiteboard space and avoid permanently fixed screens that obstruct sightlines; district staff said they would review potential adjustments and the feasibility of movable displays.
What’s next: The district said it will continue coordination with the State Architect, move forward with temporary classroom installs and bring guaranteed maximum price (GMP) or contract modifications back to the board as design and procurement progress.
