Council and downtown stakeholders asked staff to start conservatively: prioritize durable hardware, a standard baseline banner when no event is scheduled, and a limited set of eligible participants (city events and community organizations) to avoid commercialization and administrative overload. Staff said the program will go to the Architectural Advisory Committee for design guidance and the Planning Commission for any necessary sign approvals, and promised a future council report with a proposed fee structure and maintenance model aimed at making the program self-sustaining.
Business groups and the Chamber endorsed the idea as a low-cost downtown-identity improvement that could be in place for a pilot event such as the Wine & Jazz festival, if timelines allow.
