RUSD presents LCAP climate survey: restrooms, behavior management and family engagement emerge as priorities

District staff presented an update on the 2025–26 Local Control and Accountability Plan (LCAP) process and summarized results from the Panorama culture and climate survey.
The survey window was February 24–March 14. Staff reported nearly 73% student participation (grades 5–12), while staff participation fell short of a 50% target and family participation was about 3,000 but down from the prior year. The presentation highlighted four crosscutting themes from stakeholder feedback: school environment (including restroom safety and supervision), students with disabilities (collaboration and timely evaluations), college and career readiness (field trips and practical skills), and teacher/staff supports (bilingual capacity and communication).
Dr. Perez and LCAP staff said restroom safety and accessibility emerged repeatedly from student input and that the district would incorporate those findings into draft LCAP actions. Trustees asked about survey participation and options to raise response rates; staff said the student survey averages about six minutes and the staff survey roughly ten minutes and suggested scheduling time for employees and families to complete it. Trustees suggested incentives and local outreach to improve response rates.
Staff said themes and coded feedback will be used to adjust and finalize LCAP actions in coming meetings before the formal June adoption timeline.
