Committee authorizes extension to evaluate bids for county jail medical services

The Public Safety & Justice Affairs Committee advanced an amendment to the county's contract with MetroHealth to allow time to complete evaluation of an RFP for correctional health services.
Chris Costin of the sheriff's department introduced the item and Julia Grahl, contract monitor for the sheriff's department, told the committee that six proposals were received and that staff expect roughly two months to complete reviews and issue an intent to award. Grahl said the RFP is written to emphasize providing "as much quality health care provided on-site" as possible and that the specification requires overnight physician coverage (referred to in the discussion as a nocturnist).
Council members asked whether the scoring/review panel had been identified and whether bidders other than MetroHealth could be chosen. Grahl said the panel was being assembled with multiple perspectives and that any vendor who submits a bid (including MetroHealth, if it bids) would be excluded from service on the scoring committee. Chief Deputy Rivera said MetroHealth's chief had been working to address prior operational concerns and that other providers (e.g., Summit) had performed "phenomenally" in related contexts.
The committee moved and seconded the amendment under suspension of the rules and voted in favor to advance Resolution 20250043 to the full council. Committee members requested follow-up on which individuals will serve on the scoring panel and additional detail on transition plans if a vendor change occurs.
