The Economic Development & Planning Committee on Jan. 27 voted to move Resolution 20250016, a request to award up to $350,000 from District 9 ARPA funds to the United Black Fund of Greater Cleveland for an "Empowering Cuyahoga County's Opportunity Zones" program.
Cecil Lipscomb, president and CEO of the United Black Fund, and Adrian Sims described a capacity-building initiative that will recruit a project manager, launch training programs, monitor participant progress and pursue placement outcomes. The presenters said the program will target approximately 200 residents annually for occupational training and certifications in industries including hospitality, manufacturing, health care and information technology.
Committee members asked how success will be measured; presenters said metrics will include the number of program participants, types and counts of certifications awarded and subsequent hires resulting from the training. Councilwoman Turner supported moving the item to the full council for consideration; the committee approved the referral per ARPA rules requiring three full council readings.
