Troy council approves wastewater, paving and park measures, adopts McAdams annexation; swears in new firefighters

Troy City Council adopted a package of infrastructure, parks and annexation measures during its Feb. 17 meeting and ceremonially swore in three new firefighters.

Council approved Resolution R8‑2026 to advertise for bids and contract for the rebuild of Parks and Screen No. 1 at the wastewater treatment plant at a cost not to exceed $220,000. It also adopted Resolution R9‑2026 to advertise and contract for the 2026 paving program at a cost not to exceed $1,500,000, and Resolution R10‑2026 to enter a professional services agreement with Strand Associates for design of West Market Street reconstruction (phases 1 and 2) at a cost not to exceed $300,000. The council adopted these measures after motions to suspend the rules and roll call votes.

Council accepted grants and authorized bidding for an artificial turf project at Paul G. Duke Park through Resolution R11‑2026; the turf cost was capped at $190,000. Parks and recreation committee members also reported a revised estimate for the Miami Shores Golf Course irrigation work, raising the recommended figure from $2,100,000 to $2,500,000 because of additional piping, pump house and higher material costs; council approved a committee report recommending reappropriation steps to include $2,500,000 for the irrigation improvements as part of a $3,050,000 package for multiple park projects.

The council also adopted a three‑part annexation package (Resolutions R12‑R14) for the expedited Type 2 McAdams annexation of 0.667 acres at 3110 West Fenner Road, each declared an emergency and approved by roll call.

On ordinances related to Treasure Island Park concerts, council adopted Ordinance O5‑2026 authorizing a non‑ticketed use agreement for concerts scheduled June 20 and Aug. 1, 2026, and Ordinance O6‑2026 permitting the use of designated property in the Outdoor Refreshment Area for multiple 2026 events. Both ordinances were adopted after suspending the readings; one council member recorded a dissenting vote on the floor for these items.

Ceremonial: Council swore in three new firefighters — identified in council remarks as Carter (formerly of Vandalia Fire Department), Drew Sherman (formerly Greenville) and Zachary Kendall — who were presented with helmets and introduced to the chamber before the oath.

Next steps: Many of the adopted measures authorize the director of public service and safety to advertise for bids and execute contracts; staff signaled forthcoming procurement work and scheduled reports (including a downtown sidewalk follow‑up) for the coming week.
