The Hinsdale Village Board received the 2025 Integrated Pest Management (IPM) report on Feb. 17 and approved a three‑year mosquito‑abatement contract with Clark Environmental Mosquito Management.
John Fennell, the village’s superintendent of grounds and pest management coordinator, summarized the IPM report, which covers five program components: turf maintenance across the village’s parks and green spaces, prairie management and prescribed burns, tree preservation, sustainable landscapes and rain gardens, and mosquito abatement. Fennell said the IPM policy emphasizes best management practices and uses chemical pesticides only as a last resort.
Fennell reported turf work in 2025 included over 1,250 pounds of seed, aeration of more than 26 acres, irrigation repairs in multiple parks, prescribed burns at the Charleston Road Aquatic Garden and the Hinsdale Prairie, and ongoing tree‑preservation treatments and plantings. He said the village maintains an estimated 15,081 public trees and highlighted past treatments for Dutch elm disease and emerald ash borer.
The board then considered a separate request to waive competitive bidding and approve a three‑year contract with Clark Environmental Mosquito Management of St. Charles, Illinois, for annual mosquito abatement services not to exceed $58,300. Chair Burns moved to waive bidding and approve the contract, noting a 3% price increase from the previous agreement and that the cost is included in the 2026 budget. The motion passed by roll call vote.
Fennell also noted the village is coordinating mosquito‑abatement planning with Clark Mosquito Control and the Des Plaines Mosquito Abatement District and monitoring increased West Nile virus cases in Illinois in 2025.
