Plan Commission Forwards DeKalb County 2040 Comprehensive Plan to County Commissioners

The DeKalb County Plan Commission voted on Feb. 18 to forward a favorable recommendation to the county commissioners for the DeKalb County 2040 Comprehensive Plan.
Rachel Christiansen of HWC Engineering, the plan consultant, told commissioners the document is "a guide for long term community investment" that helps elected and appointed leaders make decisions about land use, zoning and public infrastructure. Jen Barclay, also with HWC, described the plan's structure — an executive summary, chapters on land use, transportation, housing, trails and a Town of Corona chapter — and an Implementation chapter recommending steps such as modernizing the unified development ordinance and updating the transportation plan.
The plan is the result of a four-phase process that began in December 2024 and included a 22-member steering committee and public engagement, Christiansen said. The draft adoption document was included in the meeting packet and is available at decal2040.com.
During public comment, Jessica Hardy of Auburn said the comprehensive plan "has very been very important to me" and warned that while the plan "is not law, it is definitely something that can be used for or against things." Hardy added, "I am very, worried about TIFs. I'm also very worried about ETJ. Both, I think, are misused in this community and need to be watched thoroughly."
Commissioners discussed that the plan itself does not change zoning; rather, it provides the future land use foundation for ordinance and map amendments that would require separate hearings and actions. Commissioners also discussed forming a committee to review ordinance updates and next steps for implementation.
A motion to send a favorable recommendation to the county commissioners was moved and seconded and carried on a roll call vote; the commission recorded a favorable recommendation. The county commissioners are scheduled to consider the plan on March 2.
The plan commission meeting concluded with brief thanks to the consultants and a request for a photograph; the consultants then left the meeting.
